Meet Our New Team Members: Kristin Kersey and Rebecca Hines
We are thrilled to welcome Kristin Kersey and Rebecca Hines to Hunter Legal LLP. Both bring extensive expertise and a client-focused approach.
Kristin Kersey, Counsel
Labour and employment law have been the sole focus of Kristin’s legal career. She works with employers in the private and public sectors across a diverse range of industries. Her practice encompasses all areas of workplace law, including employment agreements, workplace policies, grievance arbitration, collective bargaining, human rights, and workplace investigations.
Born and raised in Winnipeg, Kristin moved to Toronto for undergraduate studies before returning home to complete her law degree at the University of Manitoba. During law school, she was named to the Dean’s Honour List and had the privilege of serving as a law clerk at the Manitoba Court of Appeal. She began her legal career in Toronto, articling at a leading management-side labour and employment law firm. After being called to the bar, she returned to Winnipeg and spent eight years practicing in a full-service firm’s Labour and Employment group.
Kristin is excited to continue working in Winnipeg and Toronto. She will bring her experience and expertise to Hunter Legal LLP clients while building a boutique employment law practice in Winnipeg.

Rebecca Hines, Senior Associate
Rebecca has dedicated her legal career to serving public and private sector clients, focusing on municipal law. She began her practice on Bay Street at one of Ontario’s leading municipal and land use planning law firms, where she gained invaluable experience navigating complex legal challenges. She later transitioned in-house with a large regional municipality, deepening her local government and public sector experience.
Rebecca has extensive experience providing Integrity Commissioner and Closed Meeting Investigator services to municipalities across Ontario. A frequent writer on municipal accountability and transparency, her work has been featured in publications such as the Digest of Municipal & Planning Law, Municipal & Planning Law Reports, and Municipal World Magazine. Rebecca holds an undergraduate degree from Queen’s University and a law degree from the University of Windsor.
With a background in litigation, tribunal advocacy, investigations, governance matters, contracts, and human rights and accessibility matters, Rebecca’s expertise naturally lends itself to workplace law. She is proud to lead the firm’s new Municipal Law Practice while contributing to its labour and employment law practice.

Introducing Our Municipal Law Practice
As part of our expansion, we are pleased to introduce our Municipal Law Practice, led by Rebecca Hines. Our practice offers expertise in municipal governance, legislative services, information and privacy law, delegations of authority, election compliance, contracts, accessibility, and human rights matters. We also provide Integrity Commissioner and Closed Meeting Investigator services in accordance with the Municipal Act, 2001.
Recognizing the intersection between municipal and workplace law, our integrated approach ensures that municipalities receive seamless, cohesive legal support. Municipal employers navigate complex governance frameworks alongside employment standards, labour relations, and human rights considerations.
